Because Hypothes.is links must be added as an external tool, it is necessary that the teacher add the links. Faculty can, however, add the external tools and give students permission to edit them:

1) The teachers turns on editing on the gear menu;
2) Click "Add an activity or resource;"
3) Click "External tool" and select "Hypothes.is--Annotation;"
4) Give the link a name (I suggest something like "Student link #1" or perhaps "Gary Ackerman's link," using the name of the students who will provided the link);
5) Click "save and return to the course."

These first steps have added the external tool, but the specific page is not linked. Next, we give student(s) permission to edit the link:

6) In the gear menu for the external tool, click "Assign roles;"
7) On the "Assign roles in External tool" screen, click "Teacher;"

8) Click the name(s) of the student(s) you want to be able to configure the link (to select multiple names, hold control while clicking names);
9) Click the "Add" button to over the names to the "existing users" frame.

After the teacher leaves this screen, the permissions are set.

10) The first student to click one of of the links will be promoted to enter the URL or the web page or to select the PDF on Google Drive they want to share with the class.
